Club chief executive officer Belinda Glass says getting key people such as members and stakeholders on course would be the first priority.
Glass said the uncertainty was making it difficult to plan for the Ballarat Cup on Saturday, November 21 - a process which was normally well advanced this far into the year. - but there was still time.
She said while the club had no specific deadline in mind for knowing what size crowds would be allowed at the cup, ideally it would like to know no later than August.
The club expects at best to offer a restricted number of packages for racegoers.
While Racing Victoria confirmed the Ballarat Cup date on Friday when it announced there were be no changes to the Victorian Spring Racing Carnival calendar, BTC will have to wait longer before knowing stakes levels for cup day.
Glass said the club expected a decrease in stakemoney across the industry after a substantial loss of revenue during the COVID-19 pandemic.
RV stated on Friday that prizemoney for all races would be announced by early July after further consideration by its board of the existing and future financial impacts of the pandemic.
Last year's cup meeting had an increase of $620,000 in stakes to a record $1,803,700.
This included the cup going from $350,000 to $500,000, making it the richest country cup in Victoria.
