Racing Victoria is re-opening race meetings to members only from Monday.
This will be the first time since RV introduced COVID-19 restrictions in March that spectators have been permitted on-course.
Members will not be allowed to mix with licensed personnel such as jockeys, stablehands and trainers, or essential staff.
Ballarat Turf Club chief executive officer Belinda Glass said attendance would capped at 50.
Glass said owners would be invited to apply for permission to attend after acceptances were taken.
She said the club was working with RV to finalise protocols and their implementation. "There's a lot to work through."
Glass said it was yet to be decided how allocations would be determined if more than 50 owners applied to be on course.
As has been the case at gallops meetings since they were closed to the public, no catering services will be provided on course.
Glass said the club was looking forward to having racegoers back at the races.
She said while it was a small step, it was important to proceed with caution into the next phase after so much hard work had been undertaken to keep the industry up and running during the pandemic.
Glass said she was expecting more announcements in the weeks ahead which would eventually see key stakeholders and the public gradually returning to the races.
Harness Racing Victoria and Greyhound Racing Victoria are working through protocols for the return of owners, members and racegoers, but neither has yet made an announcement.
