"Absolutely agree it needs to be relaxed to 500," Bettio said when asked whether the state government should follow the lead of other states in opening up sport to more spectators.
"Perhaps make it mandatory for all attendees to have the COVID-19 app installed as a precaution."
The Victorian government is yet to give the green light to mass gatherings.
In contrast, Tasmania has already announced it will allow up to 500 spectators at community sport from June 26 and South Australia will have the same limit from July 3.
The Northern Territory already allows up to 500.
The AFL Victoria community across the state has made it clear from the outset of the COVID-19 shutdown that having sizeable crowds at matches is essential for the long-term financial viability of clubs.
The BFNL has repeatedly stated that a competition will not go ahead this season without crowds.
Central Highlands Football League president Doug Hobson: "We would welcome any extension on crowd numbers sooner than later, but we know Victoria is moving at a different pace to other states."
The state government has confirmed crowds are permitted to attend events such as country football, but spectators will have to be confined to groups not exceeding 20, with social distancing within each group and groups not interacting.
