However, more than 10,000 people have refused to be tested as the government launches an unprecedented testing blitz.

Health Minister Jenny Mikakos said people believing coronavirus was a conspiracy was one of the reasons behind people refusing to be tested, even when approached at their own home.

"We are analysing that data to see exactly why people are refusing, but it is concerning that some people believe that coronavirus is a conspiracy or won't impact them," Ms Mikakos said.

"What I want to stress here is that coronavirus is a very contagious virus. It can go through your family very quickly, it can affect your neighbours, your loved ones, and your entire community.

"So for those individuals in those communities who have not yet been tested, we are urging them to get tested as quickly as possible."

Of the fresh cases, seven are linked to outbreaks, 20 have been detected through routine testing, one is in hotel quarantine and 28 are under investigation.

There are 23 people in hospital, with six in intensive care.

As of yesterday there remains no active cases in Ballarat. Today's location data has not yet been released.

More than 880,000 COVID-19 tests have been conducted in the state since the start of the year.

Meanwhile, Daniel Andrews has outlined the criteria behind placing suburbs into lockdown.

"The first step is to identify, this is all off data, to identify priority local government areas with more than twice the state case rate. Then secondly to review all postcodes within that local government area and then thirdly to identify priority suburbs with more than five cases and a rate greater than 20 per 100,000," Mr Andrews said.

"Now, I can't for a moment guarantee that formula wouldn't at some point in the future change. I have to try to be as upfront as I can and saying they cannot rule out other suburbs being shut down, I certainly can't rule out other postcodes on that formula being pulled into this."
