The state football body has declared no community football training or competition or NAB AFL Auskick can be held in metropolitan Melbourne and the Mitchell Shire during stage three restrictions.
These directions will commence at 11:59pm on Wednesday, July 8 and continue for six weeks.
For other parts of the state, AFL Victoria says full-contact training and full-contact competitions, as well as Auskick, can continue for people 18 years and under.
Small outdoor non-contact group training can continue to occur in groups of up to 20 for people aged over 18 years. Clubs are to strictly adhere to a maximum of two groups of 20 participants per group, it says.
"The health and well-being of fans, players, umpires, officials, partners, volunteers and communities has been our number one priority during the COVID-19 pandemic," an AFL Victoria statement read.
"We have a responsibility to be part of the whole of community response to slow this COVID-19 virus down in Victoria - and in doing so, help the broader community and our health systems to cope.
"AFL Victoria's response to the COVID-19 pandemic has always been in line with government and chief health officer advice regarding returning to train and play in a safe environment. This continues following the Victorian government announcement today of return to stage three restrictions to metropolitan Melbourne and Mitchell Shire LGA.
"AFL Victoria and community leagues will continue to work with the state government so that any resumption of community football activity in Victoria does not compromise the health of individuals or the community. If that advice changes then AFL Victoria and community leagues will act accordingly.
"It is a challenging time for the entire community and AFL Victoria will continue to act in line with government advice to ensure it is in the best interest of all Victorians."
The Central Highlands Football League's under-18, under-15 and under-12 competitions are scheduled to commence this Saturday.
