Premier Andrews confirmed the numbers in a press conference just after 11am.
One of the new cases is a returned traveller in hotel quarantine, 25 are connected to known outbreaks and 151 remain under investigation.
There have now been 3967 total cases confirmed in the state, which is in crisis after almost 1400 new infections were recorded last week.
It is the first time the new daily number has been less than 200 since Thursday.
Mr Andrews said there were 1612 active cases in the state - 72 people are in hospital and 17 of those are in intensive care - after a further 22,943 tests were conducted on Sunday.
He said the virus had taken the lives of otherwise healthy people of all age groups.
"The notion this is simply something that will be tragic if you're very ill already and very old, that is simply not right," Mr Andrews said.
"This can have catastrophic outcomes, tragic outcomes for people who are otherwise healthy and people in any age group."
Twenty-four people have lost their battle with the deadly virus in Victoria since the pandemic broke out earlier this year.
The news comes on a day when thousands of school children return to face-to-face learning across regional Victoria.
Victoria's Chief Health Officer Brett Sutton said he had a "small bit of optimism" looking at Monday's numbers but he would like to see a week of decreasing case numbers.
"I'm not going to be complacent about today's number. It's great it's lower than our peak. But it may not be our peak yet," he said.
Meanwhile, the state government is rolling out a digital youth mental health program by Orygen in Melbourne's northern and western suburbs, at a cost of $6 million.
The program, called Moderated Online Social Therapy, will particularly be made available to young people living in the public housing towers.
"It's not an app, it's a real-world provision of services that meet the needs of mildly or acutely unwell young people to get the support they need in a safe and indeed sometimes quicker way," Mental Health Minister Martin Foley said.
No local government area numbers have been released yet but they are expected this afternoon.
The health department confirmed an active case in Moorabool at the weekend, but it remains unknown where.
Ballarat remains on 11 cases (0 active), while Hepburn (3 total cases) and Golden Plains (1) are holding steady for now despite an increase in Melbourne tourists before the second lockdown.
Ballarat hasn't had a new COVID-19 case since mid-May despite increased testing.
City leaders pleaded with the community at the weekend to wear masks and to not travel outside of the municipality unless you had to, in a way to prevent a new case and potential outbreak.
"We are the only large regional city that is COVID free and I very much want to see us stay that way," City of Ballarat chief Janet Dore told The Courier.
And just for a reminder - anyone with any cold and flu-like symptoms is urged to book a screening test at Lucas Community Hub, online here or phoning 4311 1571. Tests are by appointment only.
More than 100 Victorians have been fined in the past 24 hours for breaching coronavirus lockdown rules, including more than 30 people caught at social gatherings.
Victoria Police conducted almost 2500 spot checks at homes, businesses and public places and fined 133 people.
Thirteen people at an apartment in Docklands, 10 at an apartment on South Wharf and eight at an apartment in Southbank were fined for social gatherings.
Five people who travelled from metropolitan Melbourne to Myrniong, northwest of the city, to go camping were also fined.
About 9500 vehicles at checkpoints on main arterial roads were inspected and 22 fines handed out.
