Ballarat Health Services confirmed just one person remains in intensive care at Ballarat Base Hospital now - yesterday there were two - while three patients are in a stable condition.
Golden Plains currently has six active cases, while Moorabool Shire also has six.
Two active cases were removed from the Golden Plains tally, most likely due to duplication.
Following almost two months without any COVID-19 cases, the virus officially returned to Ballarat on July 17 when one new case was announced.
It followed two cases in Golden Plains, who were tested in Ballarat and are believed to have contracted the virus in Melbourne.
The number of local positive cases increased quickly over the following week, including cases at the Bill Crawford Lodge aged care home in Ballarat Central.
Most of the initial cases are believed to have been returned travellers.
The level of infection in regional Victoria remains much lower than in Melbourne, even with the recent increase in cases.
Hepburn has not had a new case in months.
Pyrenees remains the only municipality in the region not to have had a single case of the virus.
The new figures on a day when there was a record number of deaths recorded in the state, with seven people dying of the virus in the past 24 hours, bringing the tally to 55.

Everyone who feels even the slightest cold or flu-like symptom must assume they have the virus until a test result proves otherwise. Anybody with symptoms or awaiting a result should self-isolate at home.
