The 23 projects involve creating new tourist attractions, boosting community and sporting facilities and improving liveability for residents.
The projects include remedial works for Creswick Town Hall and to the Clunes Town Hall and Police Courts to restore them to their "original grandeur" to support tourism and other events.
Upgrading Daylesford Town Hall to be the town's Visitor Information Centre and a place for community use is also on the list. The project would also involve upgrades to the town's Senior Citizens' Centre.
Upgrades to Creswick's Doug Lindsay Reserve are also included, in addition to upgrading the Glenlyon Reserve Pavilion to create a more inclusive facility and continue to accomodate its many uses across a range of groups.
The Trentham Sports Ground Pavilion will also undergo major upgrades, so the facility meets AFL and Cricket Victoria standards. Creating the Trentham community hub is also a priority project.
In addition to the Creswick Mountain Bike Trails project, there are plans to develop Hammon Park into a community and youth precinct, while more walking and cycling paths will be carved out across the shire to promote health and wellbeing.
Activating trails in Hepburn is also a priority project, as is improving walking, cycling and riding for Clunes residents and tourists.
In addition, the planning and development of the Daylesford to Hanging Rock Rail Trail - which will increase visitation and create opportunity for new businesses to open - is also on the list.
Reinvigorating Daylesford's Wombat Hill Botanical Gardens to make it a "destination" rather than a stop over, where outdoor concerts could be hosted, is another priority.
Meanwhile, plans to repair and reinforce the historic Wheeler's Bridge in Creswick, by civil engineer Sir John Monash, are also listed.
Extending the capability of the Daylesford Spa Country Tourist Railway to be able to run its vintage trains to Trentham is also a priority project, with the $8.5 million project to also include the introduction of a new 'Spa Country Sleeper' train service.
The planning and development of the Institute of Gastronomy - a hub which would link education, agriculture, food production and hospitality around 'good food' in the Grampians Region is another major project on the list.
Every project we complete will enhance community health and wellbeing, drive economic growth and employment and increase our liveability into the future
- Chief Executive Evan King
Streetscape improvements to the town's major towns are also listed, as are plans to undertake road renewal works across the shire.
Developing the iconic Hepburn Mineral Springs sites is also a priority, as is updating six public amenity sites across the shire.
Chief Executive Evan King said the projects formed part of the council's long-term investment plan and were in addition to the list of infrastructure projects, such as road maintenance, included in the annual budget.
"Our investment plan focuses on our important tourism, community and sporting facilities and the connectivity we can create through tracks, trails, roads and pathways which builds on our tourism offerings," Mr King said.
Mr King said the projects would help to create local jobs and stimulate the economy at a time when it is desperately needed, though all are dependent on funding.
"Some of these projects are ready to go, some are in planning stages - all of them need support from Federal and State Government and the private sector to make them happen," Mr King said.
Undertaking the 23 projects will create hundreds of jobs, according to the council.
"Every project we complete will enhance community health and wellbeing, drive economic growth and employment and increase our liveability into the future," Mr King said.
The list of projects were developed through master planning on key facilities and through community consultation and strategic planning.
