According to Regional Development Victoria, the glazing work, curtain wall on the bridge link, and the "mega panels" on the $100 million state government office building are almost complete.
Work on the zinc roofing will begin soon, which will significantly change Ballarat's skyline.
The interior plaster works are progressives, and the first of the floor finishes are expected in the coming weeks, followed by the installation of workstations and joinery.
The power is expected to be switched on this week in the basement, which will trigger the commencement of the fit-out.
An RDV spokesperson said in a statement works are on schedule.
Workers at the site are subject to stringent COVID-19 safety measures, including daily temperature checks and increased social distancing.
Work is expected to be completed at the end of the year, with the building to open by April.
