City of Ballarat chief executive Janet Dore said in a statement on Friday Pete Appleton had been appointed on a temporary basis to the role until it was filled permanently.
Mr Appleton will replace acting director Neville Ivey who is leaving council in September to become chief executive of Basketball Ballarat.
Ms Dore said the acting director job was advertised internally as part of an expression of interest process.
City of Ballarat is currently undergoing a cultural and organisational structure review.
Recruitment for new director roles began on August 8.
The new director roles are split into corporate services, infrastructure and environment, community well-being, development and growth and people and culture.
"The recruitment process will be transparent and conducted by an independent and reputable recruitment company," Ms Dore said.
