They have since been found at their homes on the central coast and issued with a fine for failing to comply with the COVID-19 health direction.
NSW Police said the two men, both aged in their late 60s, were travelling in a Skoda from Ballarat last week when they attempted to enter NSW at the Hume Freeway checkpoint but did not have a valid permit.
They were refused entry on the spot.
"They were advised to enter NSW via air and isolate for 14 days; however, the men were again refused entry later the same night at the Wodonga Place border checkpoint," a police statement said.
"On Saturday, August 22 police were alerted that both men had entered NSW and were residing at their homes on the state's central coast."
Police visited the homes of the men and issued them $1000 fines.
Police did not reveal why the men had been in Ballarat.
