In a remarkably steady time period, the number of active cases has also remained unchanged for seven consecutive days.
According to Mr Andrews, there remains six active cases in Ballarat, a figure that has not changed since Monday last week.
In what has been a considerable success story to date, Ballarat has handled the second wave of the virus relatively well.
Just over two weeks ago there were 28 active cases in the city and new numbers were growing steadily.
Within a week that figure dropped down to four and has remained almost unchanged since.
In Greater Geelong there are now 50 active cases and in Greater Bendigo there are nine.
In total there are 154 active cases in regional Victoria.
"We will jealously guard those low numbers in regional Victoria and I think every regional Victorian would want us to do that," Premier Daniel Andrews said on Monday morning.
Meanwhile, Mr Andrews said a "roadmap" out of current restrictions would be announced on Sunday, September 6.
He said a fresh set of data from this week would prove invaluable before announcing any further changes.
However, he did say the stages would be quite different to the current restrictions.
There is also a chance of varying rules within regional Victoria, which will also be announced on Sunday
"(The stages) will be very different but we will wait until Sunday to announce that," Mr Andrews said.
In a statement from the government, it said future changes would be based around six key principles to keep the community safe.
Different industries will have tailored guidance as part of the roadmap.
Working from home will still be recommended where possible.
