Re-signed by the Bloods, Cotter will return after not playing a senior match in 2019.
His last senior appearance was Melton's 2018 grand final loss to East Point.
He suffered an ankle injury leading into the 2019 season and managed just two reserves games late in the home and away series.
Cotter spent time with Werribee in the VFL before returning to Melton on a full-time basis in 2018 to be a key player in the Bloods' drive to the grand final that year.
Meanwhile, Melton's Shaun Campbell will play for Wagga Tigers in the AFL Riverina Championships senior grand final on September 19. He kicked two goals in the Tigers' second semi-final win.
Campbell coached Wagga before joining the Bloods in 2019.
