Police first became aware of the driver after being called to reports of erratic driving on Incolls Road, Enfield, about 11.30am.
Arriving at the scene, police sighted the blue Holden Commodore allegedly driving erratically.
Police kept tabs on the driver as he drove through Sebastopol, Wendouree, Ballarat and surrounding areas.
As the driver moved towards the Enfield State Forest, police deployed tyre deflation devices, which a spokesperson said successfully slowed the car.
Police were then able to actively pursue the car and stopped it on Colac-Ballarat Road.
With multiple police units at the scene, a 30-year-old Sebastopol man was arrested.
A damaged Highway Patrol car was seen being towed from the roadside.
The man is assisting police with their enquiries.
