Ambulance Victoria confirmed two people were assessed at the scene.
A woman believed to be in her 20s had lacerations to her head and neck pain and was taken to Ballarat Base Hospital in a stable condition.
A man in his 20s received minor grazes and did not require transport to hospital.

Bystanders have helped put out a car on fire and free a driver after an accident at the notorious intersection of Gregory Street West and Ring Rd.
At least one person has been taken to hospital in a serious condition after a crash.
According to police on the scene, one car caught fire after impact with bystanders helping to extinguish the blaze and pull the driver from the burning car.
Ring Road northbound is closed at Sturt Street as emergency crews clear the wreckage and treat patients following the accident which occurred just after 2pm.
A small hatchback and sedan both sustained significant damage in the impact.
City of Ballarat this week confirmed that a roundabout would eventually be built at the intersection which has been the scene of several recent accidents.
Roadworks earlier this year left drivers confused and made an already risky intersection even more unsafe.
