Environment Minister Lily D'Ambrosio on Tuesday announced $797 million in the state's November 24 budget will go towards delivering the "biggest household energy efficiency package in any state's history".
The package includes $335 million to help low-income families replace old wood, electric or gas-fired heaters with energy-efficient systems.
The government's energy push comes following advocacy from welfare, property and climate groups calling on the state government to invest in energy efficiency as the best way to bring down bills in Ballarat and across the state.
A further $112 million will be spent on sealing windows and doors, and upgrade heating, cooling and hot water systems in 35,000 social housing properties.
The government will also introduce minimum efficiency standards for insulation, draught sealing and hot water systems in rental properties.
They expect it will help reduce bills for about 320,000 renters state-wide.
A one-off $250 payment for eligible concession cardholders, including anyone receiving JobSeeker, youth allowance or pension payments, will also be made available for those struggling to pay their bills.
"Most Victorians have spent more time at home this year - and more on power bills - than they ever have. That's why we're helping those struggling to pay their bills and making homes across the state more energy efficient," Ms D'Ambrosio said in a statement on Tuesday.
Other measures in the package include:
* $191 million to expand the government's Solar Homes program, including 42,000 additional solar rebates. Small businesses will also be able to apply for 15,000 rebates for the first time. Funds will also go towards 17,500 household battery rebates over the next three years.
* $14 million to expand the existing Victorian Energy Upgrades program, giving households the opportunity to access rebates when purchasing smart appliances.
* Funding to help set Victoria up for the move to seven-star efficiency standards for new homes.
