The application is now being advertised on the City of Ballarat website.
It is for a restricted retail premises based at the 401 Lal Lal Street address, which is at the junction with Rodier Street.
The applicants have also asked for a reduction in car parking capacity.
Documents included with the application say the space will mostly be used to hold online auctions, which would take place weekly or every fortnight - or potentially every month. The applicant says it would depend "on the amount of stock we receive".
Goods to be auctioned would include antiques, collectables and household items, ranging from furniture to toys, jewellery and artwork.
The application says there would be five staff on auction days, with two to three members of staff at the site for the rest of the week.
A sign to advertise the auction house would be no bigger than eight square metres, the applicant said.

Operational hours would be from 8.30am to 5.30 pm. Planning documents say the goods to be auctioned would will be delivered to and from the site "by cars, vans and some small trucks".
The warehouse covers 435 square metres , with a total of 75 square metres of office space.
The building was formerly occupied by the Infinite Mixed Martial Arts Club and is located in a largely industrial zone of the city.
