Spicer booted more than 100 majors in the 2018 season while leading Springbank to the under-18 premiership as captain.
The forward also finished as the runner-up league best and fairest in that flag-winning campaign.
He then moved to Wickliffe-Lake Bolac in the Mininera and District competition the following year and kicked 39 goals from 14 senior games.
Past Carngham-Linton best and fairest winner Mitch Giddings has made a return to the club, signing from the Golden Rivers league.
Giddings last played with the Saints in 2014 and has had stints with Echuca United, North Ballarat City and Moulamein in recent years.
He is expected to be a versatile option for senior coach Clayton Scoble, who has recommitted to the Saints after not getting to lead the club at all during his first year in charge due to the COVID-19 pandemic.
