Club chief executive officer Paul Rowse said the meeting was classified as a tier three event under COVID-19 protocols - allowing up to 1000 peoeple on course.
He said it was a strict cap, with seating having to be required for attendees.
The club has pre-sold about 180 dining packages.
Rowse said all racegoers would be required to register their details on entry.
For the first time at a Ballarat meeting since COVID-19 restrictions were imposed, registered owners will be permitted in the stable complex to see their horses and speak with trainers and drivers.
Rowse said the club was using the meeting as a practice run for the Ballarat Pacing Cup meeting on Saturday, January 23, as restrictions continued to be gradually relaxed by the State Government and Harness Racing Victoria.
