The Ciaron Maher and David Eustace-trained Back Sail has 63kg for the New Year's day feature.
The six-year-old is well acquainted with carrying big weights, having had 61.5kg when he won the Ballan Cup at Geelong.
Maher and Eustace have seven of the 50 nominations for the cup.
Former New Zealander Duke of Plumpton is next in the weights with 59.5kg for trainer Patrick Payne.
Symon Wilde, who like Maher and Eustace has a stable in Ballarat as part of his multiple base training operation, has eight entries - including Sophie's Revenge (56.5kg), which won the Penshurst Cup on Boxing Day.
In addition to the Maher-Eustace combination and Wilde, Ballarat stables have another 10 nominations for the cup, which has a field limit of 10 plus six emergencies.
The Burrumbeet Cup has been a kind race for Ballarat trainers over many years, with Mitch Freedman last season being the latest to win with Not To Know.
Now a 10-year-old, Not To Know is again entered and is on the minimum weight of 55kg.
Burrumbeet Park and Windermere Racing Club has programmed seven races for the TAB meeting, which under COVID restrictions will have a maximum of 1500 racegoers in attendance.
Bookings are essential, with no ticket sales available for walk-ups on the day.
