Two further community cases in Victoria were discovered on New Years eve to add to the five that have already contracted the virus either in NSW or from people who have visited.
Acting Premier Jacinta Allan called a late press conference on Thursday to highlight the numbers had got worse
"The outbreak in a number of Melbourne and regional spots has led to returned restrictions and a call for anybody who has visited the suspect locations to get tested," she said.
"That's five new cases for today in Victoria. These are close contacts of known positive cases to date, currently quarantining, close contacts in isolation is more than 70"
Ms Allan announced on Thursday afternoon that from tomorrow night Victoria will close its borders to the entire state of NSW.
"It is a decision that is based on the public health advice, it's based on the case numbers coming out of NSW, it's based on wanting to lock in the precious gains and sacrifices Victorians have made," Ms Allan said.
Sydney and the northern beaches are already red zones, prohibiting entry to Victoria and the government has added the Blue Mountains today.
Visitors to NSW from Vic from non red zones will have slightly more than a day to get home and after that will have to undergo compulsory testing a quarantine.
Canberra remains a green zone and people can travel to Victoria but will need a permit.
Department of Health deputy secretary Jeroen Weimar stressed the need for everyone who had symptoms or who had returned from NSW or other hotspots to get tested.
"If you've been tested already, still have concerns, get tested again, that's why we've boosted all our testing stations, they'll be fully stood up over the holiday weekend," he said.
"We need you to do your bit and get tested. Any Victorian who's returned from a green zone in NSW today, get home, get tested, isolate until you get a negative test result."
