Owen Roberts appeared via video link from custody at the Ballarat Magistrates' Court on Thursday and did not make an application for bail.
The court heard it was the 18-year-old's first time in custody and it was likely he was withdrawing from drugs.
Charge sheets obtained by The Courier show Roberts is accused of stealing keys from Alfredton on December 30 and a Mitsubishi Triton from Alfredton a day later.
It is alleged Roberts stole a goat from the Ballarat Animal Shelter, assisted in the retention of a stolen nail gun and car amplifier and possessed methylamphetamine on December 31.
Roberts is also charged with committing an indictable offence while on bail, stealing keys and a Toyota Hilux from Soldiers Hill between January 3 and 4.
Police allege he attempted to steal from a car, stole medication and stole two pairs of shoes in Canadian on January 4.
Roberts is accused of damaging fencing between January 4 and 5, stealing rims and tyres and stealing fuel.
He is also charged with stealing a Ford Falcon ute on January 6.
Roberts was remanded in custody and will return to court in February.
