He did not apply for bail and was remanded in custody until February 23.
His lawyer told the court O'Donnell was taking medication for depression and he was young.
O'Donnell, of Ballarat, sat with his elbows on a table during the brief hearing.
UPDATE, FRIDAY, 6.30AM: Police have laid a series of charges against the man accused of being part of a police chase in Melbourne's Bourke Street Mall.
Ballarat man Bryce O'Donnell, 20, has been hit with multiple charges including:
- Reckless conduct endangering life
- Reckless conduct endangering serious injury
- Fail to stop on police request
- Reckless exposure of a police officer to risk by driving
- Contravene a conduct condition of bail
- Commit indictable offence whilst on bail
- Drive in a manner dangerous
- Drive whilst disqualified
- Careless driving
- Dangerous driving while being pursued by police
- Drive vehicle causing loss of traction
He has been remanded to appear at Melbourne Magistrates Court today.
UPDATE THURSDAY, 4.30pm: Police have arrested Bryce O'Donnell at a Ballarat address this afternoon.
In a statement, police said the arrest occurred just before 4pm.
"He is currently in custody assisting police with enquiries," the statement read.
"Police are no longer searching for anyone else in relation to the incident on Bourke Street from 28 January."
EARLIER: Police have revealed the suspect they believe was involved in last week's terrifying incident in Melbourne's Bourke Street Mall is a Ballarat man.
Bryce O'Donnell is wanted for allegedly evading police and driving along the tram tracks of the mall on January 28.
About 4.55pm, it is alleged the 20-year-old was driving a green Mitsubishi Lancer on Swanston Street.
Police attempted to pull the car over in relation to a "traffic incident", but the driver, believed to be O'Donnell, allegedly evaded police and continued north on Swanston Street.

The car then turned into Bourke Street Mall and drove along the tram tracks before crashing into a bollard near Myer.
As onlookers watched, a male passenger jumped out of the car, which was blocked by trams and boxed in by a police car, and fled on foot towards Elizabeth Street.
The driver of the car then allegedly completed a u-turn and drove around the police car.
As pedestrians jumped out of the way, the damaged car sped back up Bourke Street towards Swanston Street.
Nobody was injured in the incident.
The car was later found stripped of its number plates in Ashworth Street, Albert Park.
The incident occurred a week after the four year anniversary of a tragedy in the same area, when James Gargasoulas hit and killed six people and injured many others in January 2017.
O'Donnell is described as being approximately 180cm tall with a thin build, brown hair and blue eyes.
Investigators have released two images of O'Donnell in the hope that someone may have information on his current whereabouts.
Police are urging O'Donnell to make contact and hand himself him.
