Ballarat Police believe the cat went missing on Friday before being found hanged at a nearby address later that evening.
The cat's owner Yasmine Johnson-Chan warned Sebastopol residents to keep a close eye on their pets in a Facebook post on Saturday.
"My partner and myself would like to put a message out for anyone in the Sebastopol area to make sure you keep your fur babies inside. Specifically around the Coles end of Yarrowee Street," the post said.
