The Missing Person's Squad made an application to question Jacob Ford, who is already in custody, at the Ballarat Magistrates' Court on Tuesday.
Police informant Jason Stewart made the application and said he planned to question Ford at prison on Wednesday morning.
Magistrate Tim Walsh granted the application and said he was satisfied it was in the interests of justice to allow the questioning.
Two people have already been charged with murder over Ms Parfitt's death.
Shannon Jeffrey, 32, was charged with murder after being interviewed in custody last fortnight.
Wendouree man Brendan Prestage, 31, was charged with murder on December 30, one week after human remains were found down a mineshaft in Snake Valley.
IN OTHER NEWS
Kobie, 43, was last seen alive at a property on Hickman Street on April 28 last year.
However, it was not until November that the search started to gather momentum.
Police first went public in the hunt for information on November 22, where Kobie's mother Kathy Snowball pleaded for information about her daughter.
Kobie had not had a great deal of contact with her family for some time, hence why the missing person's report took months to be filed.
