Council will discuss installing a new substation on the corner of Doveton and Mair streets to power the $2 million next stage of works at the events centre.
Documents included in the agenda for this week's council meeting notes a "kiosk" substation will help power the commercial kitchen and goods lift, which are under construction.
This will be provided by Powercor, under a new contract - this was executed by the development and planning director in July last year, with an invoice for $91,471 already paid.
The location, within landscaping on the southwestern corner of the site, has already been agreed between council and Powercor - it's not known if any trees will have to be removed, but it appears the work site is to the south of the famous palm trees along Doveton Street, closer to a pair of park benches.
According to the documents, the upgrade is "critical in supporting the long-term economic growth of the Civic Hall from increased venue utilisation by providing additional venue facilities".
The annual rent is set at $0.10 per annum for 30 years, with an option for a further 20 years.
The City of Ballarat was contacted for comment.
The new commercial kitchen is planned for the basement in the south-east of the site adjacent to the new GovHub site, which will be used for state government workers.
