The man, believed to be aged in his mid-30s, ran off Humffray Street South, hitting a guard rail before it went through his windscreen.
All emergency services responded to the incident including multiple police units, ambulances and firefighters.
The man had his dog in the car with him at the time, but both were uninjured.
The man sustained lacerations and was taken to Ballarat Base Hospital in a stable condition, while the dog was picked up by the council ranger.
Perplexed neighbours told The Courier they had heard a "big bang" but didn't know what was happening until they saw the flashing lights.
A number stood out the front of their properties and watched emergency services clear the scene.
Tony, who has lived on the street for 10 years, said he had seen many accidents occur there.
"This isn't the first accident on this road. I think we get two or three accidents here each year," he told The Courier.
While a quiet area of Ballarat, he said it was also a hotspot for hoons, while stolen cars were also frequently burnt out there.
"It's not only dangerous but it's ridiculous," he said.
Aside from attracting reckless behaviour, Tony said the road itself was also concerning and required work.
"We've been trying for at least 10 years to get the road fixed," he said. "It's too narrow. The road falls away and it doesn't take much to lose control."
Police have not yet determined a cause for the crash. Police sergeant Neville Leishman said police were investigating.
