Rink skipper Shaun Clark said it was great to hold on for the win and a relief to finally have a result after a drawn-out finals series due to rain delays.
"It's been a long finals series, it's good to finally get it finished and great to have a win," he said.
"I think we nearly got out to about a 20-shot lead, they come very hard Ballarat at the end, luckily there wasn't too many more ends because we might have been in trouble. It was a great game."
The rink skippered by Aaron Wood was able to draw first blood for Ballarat with a six-shot come-back win.
The rink skippered by Wayne Lynch answered for Victoria with a six-shot win of their own.
Another six-shot victory to Victoria in the third rink, skippered by Noel Verlinden, was the difference on the day.
In division one action City Oval had a decisive 45-shot win over Midlands, 106-61.
The rink skippered by Wayne Roberts enjoyed the biggest win of the day for City Oval, a 31-12 victory.
Ballarat North was too strong for Clunes in the division two decider, claiming a tight 11-shot win, 76-65.
The rink skippered by George Atkins had a decisive victory for Ballarat North, holding Clunes to just seven shots while claiming 26 of their own.
In division three Creswick was able to hold on for the tightest of victories, a five-shot win over Ballan, 75-70.
Linton enjoyed a big 18-shot victory to claim the division four title, 84-66 over BMS.
In division five Midlands held on to beat Sebastopol in a close contest, 71-64.
BMS was too strong for Ballarat in division six, taking a nine-shot win, 78-69.
The division seven grand final was one of the games of the day.
BMS held on for a five-shot win over Linton, 80-75.
In the final grand final, City Oval 6 claimed the division eight premiership with a 39-28 win over City Oval 5.
