The proposal, which is currently being advertised on the council's planning website, affects four properties at 1009, 1009a, 1011 and 1013 Gregory Street in the Lake Wendouree area of the city.
Each address currently has one weatherboard house on the site. Under the plans, the area would be subdivided into eight new lots.
The eight townhouses that would be constructed in their place include two dwellings with two-bedrooms, one with two bedrooms and a study, and five three-bedroom houses.

The total area is 3,030 square metres for the four parcels of land combined.
The proposed size of each of the subdivided lots varies from 224 square metres for the smallest townhouse up to 354 square metres for one of the three-bedroom properties.
The other townhouses would have their own access to Gregory Street.
Plans suggest the new houses would comprise "brickwork, hipped iron roofs, covered verandahs and porticos, colourbond roller doors, and aluminium windows".
Under the existing planning scheme, at least 35 per cent of the land needs to be dedicated garden space. Planning documents say there would be 41 per cent of the total area given to gardens.
The maximum space of private open area for each property is 32 square metres.
There would also be a new "common property" created of 553 square metres that would include a driveway giving access to five of the townhouses as well as a property to the rear at 110 Burnbank Street.
The area is in a general residential zone and none of the four properties is under a heritage overlay. The entrance to the houses face to the north towards the Ballarat/Ararat rail line.
The nearest main road is Burnbank Street, with Howitt Street around 400 metres away.
Immediately to the west of the four houses, there is an existing medium density development with 11 homes.
Planning documents suggest the proposed townhouses would also be classified as medium density development.
