Ballarat's GovHub opened to the public for the first time on Monday, with VicRoads customer service staff moving into the new building.

About 220 VicRoads staff members, including 80 roles that relocated from metropolitan Melbourne, have moved into the CBD facility.
GovHub is expected to host 1000 people across numerous government departments, including Regional Development Victoria, the State Revenue Office, the Department of Education and Training, and the Department of Justice and Community Safety, with up to 600 being relocated from Melbourne.
All VicRoads services will be available at the new customer service centre outside of driving tests and vehicle inspections, which will be available at VicRoads' existing Wendouree site.
Minister for Roads, Road Safety and Public Transport Ben Carroll said there was no timetable for the other agencies to move in at this stage.
"It is fluid but there's a great interest, a great uptake and Ballarat has really led the way for decentralisation going back to the State Revenue Office, so we're very committed - whether it's the Department of Justice and Community Safety, the Department of Education - to ensure more public servants, more good long-term public service jobs are right here serving the local community and making sure that we give the very best in customer service to the local people that call Ballarat home," he said.
More than 200 of building's new tenants have moved in despite the exterior of the building remaining incomplete.
Mr Carroll said construction should be completed in a 'couple of months'.

"It's really tried to symbolise what Ballarat means for so many people with the materials. It's a very sustainable building so we do want to make sure it is right but we also want to make sure while we just get a bit of the exterior right that locals can move in, serve the local community and get on with delivering important local jobs and local services as well," he said.
Member for Wendouree Juliana Addison said the building was fully functional.
"The inside of the building is fully functional and we're welcoming tenants moving in not only today, but over the next couple of weeks," she said.
"It's great to see the Department of Education and Training has moved in [on Monday]. We're looking forward to RDV coming in. We've just got some technological issues about them coming in but RDV are the next tenants to move in so the building is 100 per cent functional and safe for everyone, it's just a few cosmetic changes on the roof."
The new VicRoads customer hub will be open from 8.30am to 5pm on weekdays while the Wendouree testing and inspection centre will be open from 8.30am to 4.30pm.
