Bailey George Rees, 18, obtained his P1 probationary driver's licence on November 19 and later the same day, police saw him driving a Holden Calais on Cuthberts Road, Cardigan.
He was clocked driving 169km/h with an alleged speed of 167km/h in a 100km/h zone.
Rees was intercepted and his identity was confirmed. He told police he got his P1 licence earlier that day and his speeding was "just stupid".
The bricklayer's vehicle was impounded for 30 days.
The weather was dry and visibility was good.
Magistrate John Doherty told Rees it was a "hell of a speed" and asked him what was going on, to which Rees replied, "I was excited to get my licence".
A lawyer did not represent Rees at Friday's plea hearing, but his mother attended and was asked questions by the magistrate about her son's behaviour.
She said there were no problems with her son's driving when he was learning and she had spent time talking to him about the dangers of the incident.
Rees' licence was cancelled and he was disqualified from driving for 12 months, and he was fined $1200 with conviction.
The 12-month disqualification is the mandatory minimum period for driving 45km/h over the speed limit.
"In the next 12 months you will be cast in a situation where you have to drive but you just can't. You will get pinned for it," Mr Doherty said.
"When you get your licence, slow down, do the right thing."
Rees pleaded guilty to one count of driving 45km/h over the speed limit.
