Among the hardest hit townships are Mt Egerton, Bungaree, Warrenheip ,Wallace.
At its peak the blackout extended to more than 8000 homes in the Ballarat area but by 5pm it had been reduced to 5000.
Households have been sent texts from Powercor informing them they hope to have restored by 10pm tonight.
A PowerCor spokesperson said the estimates were conservative but they were hoping to have power restored to most properties as soon as possible.
He said crews were at the scene in Warrenheip undertaking repairs including replacing the power pole.
At 6.30 pm,Melbourne bound traffic had been slowed to one lane as heavy equipment was called in to work at the crash site.
A truck driver was trapped in his cabin after a crash which broke the power pole and brought down live electricity wires onto the vehicle.
The accident happened at about 3.30pm on the Melbourne bound lane of the Western Highway opposite the BP service station at Warrenheip
The Courier understands the driver was not injured but stayed in the cabin until power could be cut which took about 40 minutes.
The impact of the crash on the wet road snapped the power pole.
