Ballarat was set to host CWA Victoria's 93rd annual general meeting and state conference at the Showgrounds on Friday with volunteers spending hours working to make the cattle pavilion 'comfortable' for up to 450 members from across the state.
Ballarat district group chair Rosalie Silvey said everything was ready to go, but was taken down soon after getting word from the state government and CWA higher-ups.

"We had lots of greenery and gum trees and flowers and wonderful signs that had been made by our people to delineate the groups in the CWA Victoria. We had a mock meeting before we pulled it down," she said.
"I even read my speech and hardly anyone could hear it. You have to look on the bright side of things and as I said in my speech, we're very resilient women.
"I do think the members of the Ballarat district group who worked very hard to make this event a success are obviously very disappointed that it's unable to go ahead."
Ms Silvey said any potential date for a rescheduled conference depended on the future COVID situation and decisions to be made by CWA Victoria state management.
CWA Victoria president Marion Dewar said the entire organisation was sad and disappointed and the 16 branches that make up the district group had worked extra hard to make sure the event went ahead.
"They've been working extra hard because we've had to change venues. We originally booked at the Mercure and have had to change because we didn't fit so the Ballarat district group have been making the pavilion comfortable," she said.
"All of the local businesses and the showgrounds, of course, they've been very understanding and helpful."
