At the time of his arrest on Walker Street on May 22, Anthony Nicholas Stavrou was on bail for other offending which included driving and drug charges.
The 38-year-old man pleaded guilty to 14 charges at the Ballarat Magistrates' Court on Wednesday.
The charges relate to two incidents last year and two incidents this year.
Police prosecutor Acting Sergeant Simon Pearce said on February 17, 2020, at 11.40am, Stavrou was driving a Holden Commodore station wagon north-east on Water Street, Brown Hill, when police stopped him.
He said an oral fluid test showed Stavrou had methamphetamine and MDMA in his system, while his vehicle was unregistered and unroadworthy.
Stavrou told police he had consumed ice the previous day and honestly thought it would have been out of his system.
Acting Sergeant Pearce said at 7.45am on March 5, 2020, Ballarat criminal investigation unit members executed a search warrant at Stavrou's Ballarat East property.
He said police located a plastic container containing shotgun cartridges, two cannabis plants, dried cannabis, cannabis seeds, GHB, three flick knives and 20 .330 calibre bullets.
Stavrou was not at home at the time of the search but he was arrested on July 10, 2020, and made full admissions in a police interview.
The court was told on January 18 this year, Stavrou drove his Holden Commodore station wagon to a Scarsdale property where he smoked ice and consumed GHB during the day.
Acting Sergeant Pearce said at 4.30pm, police located Stavrou seated in the front of his car and he appeared nervous and had pale skin.
He said police asked Stavrou to get out of the vehicle and a search found he was carrying 1.1 grams of methamphetamine and 29 grams of GHB.
Stavrou's car displayed false number plates which were made from metal and stuck on the vehicle.
He was placed on bail to appear at the Ballarat Magistrates' Court on July 12.
While he was on bail, police found Stavrou asleep on his motorbike on Walker Street, Ballarat East, on May 22.
Police woke him and an ambulance was called.
Acting Sergeant Pearce said a search showed Stavrou was carrying a small amount of a crystal-like substance and a medical bottle containing GHB.
He was arrested and made full admissions, telling police he used ice on the previous day. Stavrou was remanded in custody where he has remained for the past six days.
Defence lawyer Sarah Wiltshire said Stavrou had a five-week-old baby with his on-and-off-again partner.
"Mr Stavrou has significant issues with drug use and needs to be addressed and supported. A community corrections order is appropriate in these circumstances," Ms Wiltshire said.
"Rehabilitation is key to address his substance abuse."
She said Stavrou was receiving treatment for post-traumatic stress disorder, he had pleaded guilty early and he had his partner's support.
Magistrate Ron Saines ordered Stavrou to be assessed for a community corrections order. He was remanded to reappear on June 9.
Stavrou pleaded guilty to 14 charges, including drug-driving, possessing a prohibited weapon, cultivating cannabis, possessing methamphetamine and GHB, driving an unregistered vehicle.
