The fountain was turned off and removed from the lake in May to repair an electrical fault with the motor.
However, the pandemic has caused significant delays on shipments coming out of the United States, preventing council from receiving parts.
The fountain is located about 60 metres from the shore of Lake Wendouree and was installed in 2019 following a $67,000 project to replace a fountain that had been dormant for 37 years.
It was inspired by the famous fountains at the Bellagio hotel and casino in Las Vegas, launching a stream of water more than 12 metres into the air and featuring a colour-changing lighting system at night.
Council said it hoped to have the fountain up and running again by August.

"Council hopes to have the 140-kilogram motor installed and the fountain back in operation by August."
