Hayes will play in Melbourne, where he lives and works.
He was a linchpin the Hawks' 2018-19 BCA first eleven premiership.
Hayes took 4-32 and 3-61 in the grand final victory over North Ballarat at the Eastern Oval.
His first innings four-wicket haul helped set up the win, with the Roosters dismissed for 131 in a low-scoring encounter.
Hayes has taken more than 200 wickets since making his firsts debut with East Ballarat in 2013-14.
He has taken five-wicket bags on seven occasions, with his best performance being 7-61 against North Ballarat in 2014-15.
He took 32 wickets last summer - second only to Josh Brown on 33 - with East Ballarat finishing second with 11 wins and two draws.
The Hawks lost to eventual grand finalist Golden Point in the first week of the finals.
