Police attended a small anti-vaccine mandate protest at Lake Wendouree on Friday morning, which attracted about 40 people.

Wearing white shirts with home-made slogans and bearing signs, the protest was a "silent" industrial action, according to one protestor, with many wanting to "reclaim their freedoms".
While socially distanced, many in the crowd were unmasked.
Police attended and were seen speaking to protestors, at one stage appearing to urge them to spread out more - the protestors moved to each corner of the roundabout at Webster Street.
While several people tooted their horns, at least one carload of people urged protestors to get vaccinated.
Outdoor gatherings are allowed for up to 10 people, and masks are required out of the home.
In a statement, a Victoria Police spokesperson said cops are "well prepared" for protest action across the state.
"Victoria Police is aware of protest activity at various locations across the state today," they said.
"Police are well prepared to respond to any unlawful activity and will not hesitate to fine those in clear and blatant breach of the Chief Health Officer's directions.
"Victoria Police will continue to have a highly visible presence to maintain public safety, and to ensure any illegal protest activity does not impact on the broader community's right to go about their daily lives."
Police Media did not respond to specific questions about Ballarat.
Vaccines are free and safe, and available from several places across Ballarat - some will require an appointment.
Ballarat is currently 53.5 per cent fully vaccinated, as of Monday, and 83.6 per cent of the population aged over 16 has had at least one jab.
