According to police, a man was found injured on Peel Street North just before 8.30pm.
Police believe he had been struck by a vehicle.
The area, near Bridge Mall, was blocked off by police cars with flashing lights for some time.
Ambulance Victoria responded to the incident and treated the injured male, aged in his 40s, at the scene for upper body injuries.
He was transported to Ballarat Base Hospital in a stable condition.
Police confirmed the vehicle was yet to be located.
They urged anyone with information to contact Crime Stoppers on 1800 333 000.
