A planning permit application has been submitted to the City of Ballarat for the former Hog's Breath Cafe on Victoria Street, which has been closed since before the pandemic began in March.
The application includes plans for a 200-seat cafe restaurant across two levels, with additional seating outside.

While there are no clues as to what kind of restaurant could go in the building, the submission also includes an application to update the signage currently on the building.
The submission is also applying for a liquor licence for the building, with the restaurant to be open until 1am from Thursday to Saturday.
The application notes the building has functioned as a restaurant for 35 years, 14 of which were as a Hog's Breath Cafe, and before that Agostino's.
"It is proposed that allowing the property to operate as a café restaurant with an on-premises liquor licence will support Ballarat as the main centre for regional growth, services and employment while maintaining central Ballarat as an area for commercial, retail and service activity growth," the submission states.
"The conclusion reached from our analysis is that the licensed premises will not unreasonably impact the surrounds and will add to the area's culture and vibrancy."
Elsewhere in Ballarat, The Grand on Dana Street has submitted plans to expand its liquor licence area, while the Ballarat Sports and Events Centre has applied for a liquor licence for its lounge to allow for seated dining and post-game drinks.

In Wendouree, there is an application for a specialist compounding pharmacy on Howitt Street, one of the first in Ballarat - it would include consulting rooms to allow pharmacists to talk to patients about their exact medication needs.
In Sebastopol, an application for a new medical centre and childcare facility on a vacant block on Hertford Street near Phoenix P-12 Community College has also been submitted.
A heritage application has also been submitted for a roundabout on Remembrance Drive and Madden Road in Cardigan, the scene of a fatal crash in 2018.
