This includes some residents in Clunes - power is expected to be restored by this afternoon.
The Bureau of Meteorology has forecast potentially more storms for Friday, but most will avoid the Ballarat area, and will not be as intense.
Friday is expected to be humid, with some showers, and a slight chance of a severe thunderstorm developing.

Thousands of people are once again without power as a second major thunderstorm sweeps across Ballarat.
According to Powercor's live map, there are power outages from just south of Avoca to near Rokewood, including thousands of people in Alfredton and Lucas.
The outages are expected to be restored by 5pm, according to the map, but this may change as the storm continues.
Powercor is urging people, affected or not, to think through how they will respond to more potential outages as more storms are forecast.
A severe thunderstorm warning has been issued for Ballarat and surrounds by VicEmergency, with more rain, flooding, strong winds, and hail expected.
According to the Bureau of Meteorology, the storm activity in Ballarat is expected to die down by sundown, but people should be cautious of any flash flooding.
"There is a risk of storms again tomorrow, it's not as high a risk for the Ballarat area in particular, but there is still a chance from late morning or so we could see some thunderstorms in the area," duty forecaster Miriam Bradbury said.
"If there are, they're unlikely to bring those very high rainfall totals we've seen yesterday, but there's no guarantee on where they'll develop and what they'll do.
"The best message is to be aware of the forecasts and warning and keep an eye on the radar to see if there are any storms developing."
