A 62-year-old man will face the Melbourne Magistrates Court on Monday, charged with murder.
The body of Melton man Bernard "Bernie" Williams was found on a bush track in Bullengarook, north-east of Bacchus Marsh, on March 3, 1984.
He was tied up and had been shot multiple times.
Due to his large size, police believe a number of people were involved in the ruckman's death and say the investigation into his death remains ongoing.
"At the time of his death, Bernie was 25-years-old with a young daughter and in the prime of his life," Detective Senior Sergeant Paul Scarlett said in statement on Monday.
"Almost four decades on, his family are still searching for answers as to why their much loved son and brother was killed."
A $1 million reward for information on his death and those involved in 2017.
