The opening was initially pencilled in for December, but was delayed after an issue in connecting to the sewerage network.
But, after working closely with Central Highlands Water, the restaurant is currently undergoing final approvals before opening, according to McDonald's Ballarat and south-west region consultant Anthony Nigro.
"At this stage, I'm fairly confident that we should be opening up on Friday," he said on Wednesday.
"The issue has been rectified, we're just now going through the regulatory process to have it all ticked off and ratified.
"It's a tough one because it's out of our control."
About 110 staff are expected to begin working when the restaurant opens, many of them experiencing their first job.
Mr Nigro said the delayed opening was a "logistical challenge", and as many workers as possible were redeployed in other Ballarat McDonald's sites.
"The staff were placed as best as our ability at other restaurants in Ballarat during the Christmas period," he said.
About 800 people are employed in McDonald's restaurants across Ballarat.
