With the federal government offering an attractive early funding carrot to catholic and independent schools to get students back into the classroom, Ballarat principals say they will only return on expert health advice.

Residents have dropped off 15 per cent more glass at the City of Ballarat's drop-off zones since coronavirus restrictions came into effect.
