Natalie Robertson, formerly executive manager of development facilitation, will become acting development and growth director.
In a media statement, council's chief executive Janet Dore confirmed Ms Robertson will begin in the role on Thursday, and has been appointed on a temporary basis "until an ongoing appointment is made".
"The role was advertised internally as part of an Expression of Interest process," she said.
"I would like to thank Acting Director James Guy for his professionalism and leadership in the interim.
"Recruitment for the new roles as part of the organisational structure realignment - Director Corporate Services, Director Infrastructure and Environment, Director Community Wellbeing, Director Development and Growth and Executive Manager People and Culture will begin on Saturday, August 8.
"The recruitment process will be transparent and conducted by an independent and reputable recruitment company."
Council did not name the recruitment company in the media statement.
According to the structure plan released on July 31, Ms Robertson's department will encompass advocacy and lobbying, economic growth including grants and city planning, regulatory services including local laws, parking enforcement, and environmental health, and recreation services including infrastructure and the Ballarat Aquatic and Lifestyle Centre.
A similar director role was previously held by Angelique Lush, who resigned on July 28.
Ms Dore's appointment, and subsequent restructuring of the organisation, followed a bombshell report from the Victorian Ombudsman in May detailing alleged problems with hiring practices.
