The two clubs will split their round seven points following the hearing on Tuesday night.
The panel, chaired by David Nichols, made the call on the fact that Ballarat-Redan did not follow procedure protocols when appealing the original decision to split the points.

It failed to add North Ballarat into its appeal email to the pennant committee.
The Two-Swords had argued that under the Duckworth-Lewis-Stan method, they should receive the six points for a win after the game was not completed.
The pennant committee agreed and implemented the decision after a review.
BCA rules state that when 25 overs or more have been bowled, the leader of the game at the point of disruption shall be awarded the win.
Ballarat-Redan were in front with one over to play in the round seven fixture, North Ballarat needing 11 runs from the final over.
However, after Vikrant Dabra, who was batting at the time, suffered a seizure in-between overs, the game was ultimately not completed.
BCA Operations Officer Greg Wakeling told The Courier the decision all boiled down to a simple administration error.
"Within our rules process any appeal that is put forward it needs to be to the right people, through the BCA but also a copy of that appeal needs to be sent to the opposing club involved," he said.
"Unfortunately for Ballarat-Redan they didn't copy in North Ballarat in their appeal letter which is essentially the basis for the appeals panel to uphold it in the end."
North Ballarat captain Mick Nolan said the club was happy with the result and was looking forward to the final round of the season.
"We're obviously happy with it, we felt it was a fair outcome, sort of common sense prevailed a little bit in some regard," he said.
Ballarat-Redan released a statement on Wednesday morning stating that the club is now considering its options moving forward regarding the decision.
The decision sets up an interesting final round.
Ballarat-Redan faces ninth placed Brown Hill, needing a victory and a Golden Point loss to make finals.
North Ballarat takes on Golden Point. A win and a Darley loss to Mount Clear would even the two clubs points on 63.
North would need a substantial percentage boost to lift it to fourth spot and drop Darley to fifth.
A loss would lead to a fall to sixth and force a first-round finals battle with Wendouree.
