Bolts moved into the premiership play-off with a six-wicket win over Caroline Springs in a semi-final at the Eastern Oval on Sunday.
Ballarat will now be desperate to make amends after losing the past two grand finals. It will face minor premier Melbourne University, which beat Clifton Hill by nine wickets.
Ballarat restricted Clifton Springs to 87 with Megan O'Beirne taking 2-9 and Nicole Edwards taking her season tally to 23 wickets with 2-16.
The Bolts hit a few bumps in the road to be 4-41, but it was Edwards who ensured victory with an unbeaten 49 runs.
Coach Emily McNeight said it was satisfying to win through to another grand final and can't wait for the game.
"It's very exciting for both the girls that have played since the start of the Bolts and the girls that are up and coming," she said.
"Very hungry (to win the grand final). We know that we play pretty good cricket, it's just a matter of putting it all together for a grand final."
