"What an exciting appointment for the club at such an important time," club chair David Sproules said on the club's Facebook page.
On the same post, Graystone said he was ready to join City and take it forward.
"I am extremely excited to be joining Ballarat City FC," he said.
"It is a club that I see has enormous potential and I am looking forward to getting started and meeting not only everyone at Ballarat City FC but also becoming part of the Ballarat community."
An experienced memeber of regional soccer in Queensland, Graystone understands how to create a winning environment in Ballarat.
"... I have a detailed understanding of the pathways that exist in regional areas," he said.
"The importance of having a club that young footballers can aspire to represent and the importance of all the local football clubs and associations which form the essential foundation of the football pyramid for both boys and girls."
The men's side struggled on field in 2021, something Graystone hopes to improve upon under his reign.
"I am looking forward to getting to work and helping to build a senior squad that is competitive and one that the local community can get behind and support," he said.
Graystone follows in the shoes of Adam Grinholz who departed the club during last season.
