The project involves changing the current signed intersection at Whites Road, an unsealed north-south road, to a roundabout, drastically improving safety.
There have been several fatal and near-fatal collisions at the intersection in the past five years - in 2015, a motorcyclist was killed, while in 2017, a cyclist was left with life-changing injuries after a collision.

The federal government announced $1.56 million for the project as part of the 2019 round of Black Spot funding, with more for a roundabout in Victoria Park at Cedar Drive and Poplar Avenue.
At the time, the City of Ballarat, which is constructing the roundabout, said future sealing of Whites Road could be considered.
Traffic volumes are reportedly increasing in the area as more people move into Ballarat's western and south-western growth zones.
Just months after the funding was announced, a man was lucky to escape with minor injuries after rolling his ute at the intersection.
The project went out to tender in April - at the time, council said work would take about eight weeks, to hopefully begin in June.
A number of other intersections across Ballarat were selected for about $4.5 million in Black Spot funding in the 2020 round, including additional work on Mair Street between Lydiard and Armstrong Street, which will improve signalling and a solid median to be installed.
Roundabouts will be built along Talbot Street in Redan, at the Leith Street and Rubicon Street intersections, as well as in Ballarat North at Havelock and Landsborough streets.
The intersection at Learmonth Road and Ring Road in Mitchell Park will also receive improvements.
The City of Ballarat was contacted for comment on the timing of the Cuthberts Road work, and what the plans are for surrounding areas like Whites Road, but no response was received by deadline.
Council has consistently pushed for major funding, from the state or federal governments, to build the next stage of the Ballarat Link Road, upgrading Dyson Drive between Remembrance Drive and Carngham Road to improve north-south capacity.
The state government is also working on a number of intersections across Ballarat after committing more than $60 million at the last election.
These include Hertford Street and Albert Street in Sebastopol, which will become a set of traffic lights, as well new traffic lights at the congested DTC intersection at Wiltshire Lane and the Glenelg Highway.
